A damper that cannot be reached is a future callback. Finish work should leave the balancing point visible, reachable, labeled when required, and not buried above finished ceiling with no access path.

Field checklist Face handles toward the access side when possible and approved. Avoid burying handles behind insulation, grid, framing, or other trades. Label/access per project rules where needed. Take a photo if the damper will be above closed ceiling. Ask before moving a balancing damper from the shown location. Ask foreman TAB will need this damper. Is this handle orientation/access acceptable before I close up the ceiling?
Do not Stop if a balancing damper, fire/smoke damper, actuator, access door, or cleanout will become unreachable after finish work.
Why it matters Finish work is where rough-in becomes visible, inspected, balanced, serviced, and turned over. Clean install and access matter.
