Scissor lift pothole protector or skirt is stuck down
Lower the lift and stop before forcing it. A stuck pothole protector can be loose debris, but a bent guard, broken linkage, or bad switch is a tag-out condition.

Watch out
Do not slam the joystick, hammer the safety plates straight, pry on bent guards, bypass switches, or keep driving a lift with damaged pothole protection.
Check
Lower the platform completely and park safe.
Look under the chassis from a safe position with a light
check for cords, scrap, zip screws, banding, mud, or debris around the pothole guards/skirt.
Remove only loose debris if you are authorized and can do it without reaching into pinch points.
Test only per site/operator rules after the area is clear.
Tag it out if guards are bent, twisted, jammed, or still locked down.
