Gasket belongs where the two mating flange faces seal together. The exact location depends on the connection system and shop standard, but it should create a continuous seal and should not be broken, rolled, doubled, dirty, or missing at corners.
Corners and bolt holes are common leak points. Keep the gasket continuous and clean.
