Gored adjustable elbows are meant to rotate on their seams until the angle is set. If the seams get crushed or overworked, the fitting can freeze, ovalize, or shrink the internal opening.

Back off the force, work the gores loose carefully, reset the fitting to the required angle, and lock it only after the throat stays round and open. If the metal is kinked badly, replace the elbow instead of burying the restriction.
