If the hole under a saddle tap is smaller than the collar, air hits a sharp lip and whistles. It can also reduce branch airflow before the balancer ever shows up.
Pull the saddle, trim the opening to the actual tap throat, smooth the edge, reset with gasket/sealant, and fasten evenly so the saddle sits tight to the barrel.
